Abstract
"At the Intersection of Science, Policy, and Community: The FloodNet NYC Community Engagement Strategy” is a public-facing community engagement guide that documents the strategies, tools, and lessons developed through FloodNet NYC, a cross-sector partnership among researchers at NYU and CUNY and New York City agencies. Designed as a practical resource, this guide shares our approach to community engagement and dissemination so that researchers, practitioners, community organizations, and public agencies can adapt these methods to their own urban climate science projects and other community-centered efforts that address climate challenges.
Grounded in community-based participatory research (CBPR) principles, the guide presents community engagement and dissemination as continuous, collaborative practices embedded throughout the research process. It highlights three interconnected pathways: Community Outreach, which builds relationships and incorporates local knowledge into project design; Community Education, which supports mutual learning and the co-creation of educational resources; and Community Action, which empowers communities to use data for advocacy, preparedness, and local resilience planning.
By documenting both the successes and challenges of this approach, the guide offers an adaptable framework for building meaningful partnerships across science, policy, and communities. We hope it serves as a practical resource for others developing equitable, collaborative approaches to urban climate science and community-engaged climate research.

This is product of FloodNet NYC—a cross-sector collaboration launched in 2020 among researchers at the Science and Resilience Institute at Jamaica Bay and the CUNY Advanced Science Research Center at the City University of New York, New York University's Tandon School of Engineering, New York Sea Grant, the NYC Mayor’s Office of Climate & Environmental Justice (MOCEJ), NYC Department of Environmental Protection (DEP), and NYC Office of Technology & Innovation (OTI). The goal of FloodNet is to develop and implement real-time urban flood monitoring tools, making flood data and community-driven resources accessible and actionable for residents, community-based organizations, government agencies, and researchers.
