Abstract

During the 1980s, the HIV epidemic grew worse each year. The virus is easily spread through shared injection needles. In 1985, activists in New York learned of a solution utilized in Amsterdam, where the municipal health system established a needle exchange program that distributed more than 100,000 needles.
