Abstract
As summers in New York City are getting hotter and hotter every year due to climate change, lack of home air conditioning is a serious issue. A newly passed City Council bill would require landlords to provide air conditioning upon tenant request. While advocates see the legislation as a necessary step to protect tenants from the dangers of extreme heat, there are still unresolved questions around energy affordability, costs and implementation.
