Abstract
I use panel data of public institutions from the Integrated Postsecondary Education Data System, and estimate the effect of in-state tuition policy using a staggered difference-in-differences estimator. The results reveal that most of the policy's effect is concentrated among Hispanic students, while other student groups and tuition are mostly unaffected.
