Abstract
This report was designed to inform New York's 2014 state commission on raising the age at which juveniles were charged as adults in New York courts. The report includes a review of existing evidence that supports raising the minimum age of criminal court jurisdiction in New York, describes the critical role economic consequences often play in such policy debates, and suggests how lawmakers should move forward by projecting the costs and benefits of reform transparently and objectively.
