Abstract
This paper explores the role of public-private partnerships (PPPs) in strengthening communities through collaboration with the Federal Emergency Management Agency (FEMA). It defines FEMA’s mission and outlines the concept of PPPs, emphasizing their importance in enhancing disaster response and recovery efforts. The paper provides framework for establishing a PPP with FEMA, including key steps and practices for successful collaboration. Additionally, it highlights several examples of effective PPPs, including a longstanding partnership with Verizon Wireless. Drawing from FEMA reports and private sector publications, the paper demonstrates how these partnerships contribute to resilience and preparedness, illustrating their potential to improve the efficiency and effectiveness of emergency management across the United States.

Author Bio:
Rachael A. Zerr is a Texas native with a diverse background in corporate security and criminal justice. She earned her Associate of Applied Science in Applied Business Management from Brigham Young University-Idaho in 2022 and graduated Cum Laude with a Bachelor of Science in Criminal Justice from the University of North Texas in 2024. Currently pursuing her Master’s in Security Management at John Jay College of Criminal Justice, Rachael is passionate about advancing the security industry and advocating for women in the field.
In June 2024, Rachael had the honor of speaking on a webinar hosted by The Security Institute and The Women's Security Society, where she discussed her work as an in-house corporate security officer at a large corporate suburban campus in North Texas. The webinar, titled "From the Frontline to the Forefront: A Discussion with The Women's Security Society," focused on elevating the role of frontline operators and recognizing the vital contributions of women in these frontline security roles.
